It's frustrating, I know.
The way Google works is by building 'filters' and other devices into their
operating algorithm to weed out spam sites.
'Manual' removal of such sites is simply unrealistic - Google would need a
team of thousands, 24/7, and while I'd like to see spammers gone, I accept
that Google will not go bankrupt trying!
And where the algo is concerned, each 'update' does remove swathes more
spammers, and demotes many more.
Your industry, as you've realised, is thigh deep in spam; indeed, many argue
that "You have to spam to succeed" in that market - I disagree, but I also
understand why people feel that way.
But the sheer percentage of spammers makes tweaking the algo no easy task.
Three points to give you hope:
1. Google has lately put many more resources into spam in general and manual
removals in particular.
2. Reading between the lines of some recent developments, Google may be
working on "demoting" rather than "removing" some spam sites. This would be
a great development, as the spammers would not be 'certain' where and when
they'd been caught out, and so would find adapting much more difficult.
