If I follow a Google result is it by URL or IP address?

If the hosting ISP's primary and secondary nameservers
are down the site will appear down to URL but ok to
IP address (I thinki).

It will be by whatever it was spidered on. If it was spidered on the
domain URL address, then that will be the address Google sends people
to. If it was spidered as an IP address, people will get sent to that.

It's most likely the site is spidered on a domain URL, so if the name
servers are down, the site will be unavailable to people until the
servers are fixed.
