Is it possible to be lowered in google SERPs by competitors' dirty tricks?

A couple of members of this NG are trying this right now with one of
my sites. They are link spamming what they consider my competitors
links on guestbooks, forums and blogs and anywhere else you can add a
free link.
Since getting penalised for link spamming is rare there is a very good
chance it will work. So rather than harming my site, they are trying
to help the sites they perceive as my competition.
Not much use to someone who wants the SERP for themselves, but if you
just want to be vindictive it's workable.
Fortunately long term this technique is likely to fail because these
types of links tend to degrade significantly over time (more spammers
add links etc..). So though the other sites may get a boost short term
when they loose interest (which they will) the majority of what they
are attempting will slip. For it to work long term they will have to
continually spam.
