Does a plus sign in URL get treated as a space?

Question about hyphens, dots and slashes in URLs has come up here before.
I can't recall if plus signs were discussed. So, my question is simply:
"does Google index a plus sign as a word separator?"

They should, since in an old RFC a + is equivalent to a space.
