how can you tell if it is a penalized site?

I don't think I understand you. Do you mean the toolbar in IE? The
Moz-toolbar doesn't have this feature AFAIK.
And then, if a page is recently put on the net or it has changed
drastically[1], it can be found in google, even with a wider search, but
it has no rank yet. In which category do they come? White or grey?

[1] I recently changed one of my pages rather drastically. It shows up
perfectly in google (even in the first 10 now), but lost pagerank, all
of it. But then, who cares, as long as one is found?
A new page got spidered and indexed within a few days and it can be
found with a wide search, but it has no pagerank yet.

toolbar. However, I have seen a number of cases where the toolbar
display is inaccurate. That a page can be found in Google would mean if
it is showing gray toolbar, this is an error.

This doesn't really help me much. It is about the toolbar for IE. I've
got that one installed. From the rest of your answer I understood about
the white/green and gray.

BTW: Why does the Moz-toolbar not have a PR-indicator?

Google doesn't have an official Mozilla toolbar with a PR display.
Google considers Mozilla to be a too minor and unworthy a browser to
care about.

Okay, I just checked again. The indicator is nice green/white now.
Google is quick with its judgement ;-)
What happens is that the toolbar isn't always in sync what is on the
servers. Thus for example while a page may be in the index with
PageRank, it'll take a couple days before the toolbar shows the PR.
