The home page of a site does not have to have the highest PR on that site,
all other factors being equal, the page with the highest number of incoming
links from high-ranked pages will have the highest PR.

You want links from pages with high PR, it doesn't matter where in a
directory tree they are. For example:
PR8:
http://www.chiark.greenend.org.uk/~sgtatham/putty/
PR8:
http://www.chiark.greenend.org.uk/~sgtatham/
PR7:
http://www.chiark.greenend.org.uk/
in this case, PuTTY is a well-known freeware program, and lots of people
link to the author's page - not to the server's home page; so his pages have
higher PR. A link from
http://www.chiark.greenend.org.uk/~sgtatham/putty/
would be far better than one from
http://www.chiark.greenend.org.uk/
