can one do a geographical targeted adwords /Pay per click

Lets say I wanted to target doctors in Miami only
Can I do this with Google or Yahoo ?

If I can pls let me know how I can do this ?

When I went thru the process of filling the adwordsforms at Google, I
did not come across anything that allowed me to target by geographical
areas.

Pls let me know.
