Short answer: not completely. The only way to stop Internet traffic
reaching you is to stop it being generated or filter it somewhere
between your server and the attackers. Because DDOS (as opposed to DOS)
attacks are distributed you have a lot of attackers so a big nasty
complicated problem.
Certain IP level DDOS attacks such as Syn Flooding have been mitigated
by changes to the operating system network layers.
Some firewalls can identify certain DDOS attacks at the network level in
"real-time" and automagically blacklist the IPs which can mitigate the
attack. At least you won't resources consumed on your servers but there
will still be connection requests that your firewall will have to
analyse and drop at the IP or TCP/UDP layer of the Internet network
stack. That will consume resources and use bandwidth which should be
available to your client.
As Guy mentioned above, best look to another n.g. for specific answers
but be prepared to give details of the attacks you have in mind.
