Either - Or.

It all depends on the content and how your site is structured on if a
filename or a subdirectory sharing the keyword would help out more.

Filename is just one bit in terms of SEO - and some people have gotten
pages without keywords in the URL/filename ranking above those
people's pages who did put keywords in the filenames.
