301 permanent redirect didn't pass on PR

I had a page with PR6 and put up a permanent redirect via PHP. However,
the new site (starting at no PageRank) now shows PR3. In other words
the PageRank has *not* simply been passed on. It started from scratch,
it seems.

Old URL: http://blog.outer-court.com/news.php
New URL: http://www.feeeds.com/search/

I believe this is what happened to me about six months ago when I made
a domain name change on a popular site.

The backlinks to the old URL are *shown* for the new URL, but the
SERPS do not reflect their presence.

Of course, I can't prove anything... and this does seem to contradict
Google's published statement on the subject.

Following that logic, all offsite links to your old url were *not*
updated at the time the site moved, hence the drop in pr.
