Why is my layers button blank

For some reason the layers and table buttons in the Insert dropdown are blank and are not usable, can someone explain this? I'm using Dreamweaver MX and they are blank right when I open a new doc.

You are in Layout mode. Get into Standard Mode and you will see these
enable. You really should stay out of Layout mode....
