I found the answer to this. You need to reset the preferences file
and that restores the place menu. To do this start with Bridge
closed, hold down shift and control, launch Bridge, and then right
away hold town alt as well as shift and control. After a little while
a window open and asking if you want to reset preferences, and a few
other options. You can let up alt control shift and select reset
preference and OK.
You will lose all of your favorites and history but it will fix a lot
of strange problems in addition to this one.
