What's the best tool/app to integrate with my Dreamweaver made website that
will create interactive text fields for guests to post to the site? Is this
best left to a cgi script or are there better languages/tools to create nice
integrated forms? I'm willing to invest time in a new programming language if
it's really worthwhile.

Can you be more specific? What do you mean by 'interactive text fields'?

Are you just wanting people to be able to post content on your site?

cgi works fine, but any of the scripting languages will work nicely too.

What OS are you running, and what do you want to do with the form data
(e.g., populate a database, just have it sent to you in an e-mail...)?

Sorry. Yes. My intent is to have something that's kind of a hybrid between a
forum and a blog, but I want it to be custom designed to my existing website.
Just a place for guests to post reviews and reply to other's content.

Look up 'Wiki' - interactive, allows user editing. Just be sure you
monitor it... People will put up links to unrelated 'stuff', and some
will get potty mouthed.
