I need to know what is the best forum to use with DW ?

ie:

phpBB
vforum
simplemachines

There is no "best".

The best option is to trial each and see if they meet your needs.

Ok I can be a little more clear with my need. I would need one that will allow
the same users that have logins for the forum to be able to login and write
comments about items that I have listed throughout the whole site.

For example a store ABC has a navigation system or dvd that I am displaying
for sale on my homepage (a page that is different than the one the forum is on)
someone wants to comment on that so I create a separate submit your comment
field that someone either has to log in using their forum id and pass or they
can post anonymously. Now if that person logs in and posts then their info
such as screen name, picture, etc.. will also show next to his/her post.

I hope I explained that better - please answer a little more detail and if you
have experience with one versus another:

Godaddy offers only these with their shared plan:

phpBB
SMF (Simple Machines Forum)
Vanilla Forum

ps: I may not even be looking at the right thing, is there anything else that
would do the job better it would be nicer if the members can actually post
gallery pictures, and more of a social thing. Any ideas or help would be great.

First, none of these are social networking apps, they are just forums.
Secondly none of them will work with Dreamweaver, they are way too
advanced and use multiple includes and template systems to build the page.

It sounds like you need a custom solution, and that will need an
experienced developer to make it for you to your specs.
