Can anyone recommend web hosts who sell big chunks of their server capacity at a wholesale price where I then can turn around and sell hosting services to smaller clients?

Try fasthosts.co.uk - their reseller package is quite good. £500 p/a -
unlimited domains, unlimited size, unlimited pop boxes and host of other
'included' stuff (ODBC etc). They charge extra for virus scanning, MSSQL,
personal control panels, but overall, I've not found better. Also their tech
support is 24 hours and they answer the phone!.
