Is there any way to stop DW defaulting to valign="top" when you draw a Layout Cell?

Actually, the best answer I can give you is to get out of layout mode. Get
yourself into Standard view, and learn how to >insert a table. I can
guarantee if you don't, you will end up with a lot more problems than the
one you mention above.
