using "hover" in tags

Hi, I would like to create the effect shown at this website:
www.berniechiaravalle.com Where when you roll over the enter button it changes
colors. I want to do it without importing a rollover button. I believe you do
it's done in the tag inspector but I could use some guidance. Many thanks!

right click, view source, don't forget to copy the style from the css.
