i'm in design view mate???

its just showing a background image and thats it.

its all based on a template with editable regions etc. when i save the
template, before i get prompted to update all the files based on it, it says
there are no editable regions, but i know for a fact there are or i wouldn't be
able to add into the content div.

any ideas?

sorry...i think design view in Dreamweaver just sucks when you start working with CSS. I'm not sure that there is much you can do about it...
and not sure what's going on with your template

If you are working on a Child page (a page based on a Template) then you
are not able to simply insert an id into the body tag. Look up
"editable attributes" in DW Help (not for novices though), or really,
honestly, simply look at divaGPs as I suggested earlier. You have spent
so much time on this, and will continue to do so - especially because
you are working with Child pages - your time lost has far exceeds the
cost of divaGPS which handles all this for you in mere seconds,
including adding it to Child pages without a hiccup.

I am going to be releasing a free, lite version of divaGPS in the next
week or so, once the Help pages are completed. Of course it will not do
everything that the full-fledge divaGPS will do, but might suit your
needs. If you will not or can not pay for divaGPS, then write me
offgroup and we can try to get you a pre-press copy of divaGPSfree.
