I've heard entering info into the alt section in Dreamweaver should be done to make a page more accessable for those who are visually impared, and is just good practice to fill in.

Question : What is supposed to be "filled in" in the space?

You're referring to the Alt attribute in the Property Inspector when
inserting an image?

There's no golden rule.

Just add a couple of words which describe the image concisely and
accurately.

This helps those visitors with speech driven browsers, those with images
turned off in their browsers and search engines.

Have a look at the source code of any good website to get an idea.
