Hi,

I am working on a site that I'd like people to be able to upload photos to that I could retrieve.

Is this complicated? Can anyone point me in the direction of directions?

Find out which script languages your host is supporting.
Then go to e.g. www.hotscripts.com and look for suitable scripts, free
or commercial.

If you are interested in using an extension that plugs into
Dreamweaver, you might also want to check our ImpAKT product

It can help you create file and image upload forms without any coding,
visually from Dreamweaver

coppermine gallery is a pretty common image tool. It's quite fancy
though. You could just enable an ftp account.
