But that's not really how you would do it.

Open the Library item, remove the first line (the <meta charset> line), and
save that file as "whatever.html" or something. That's what would become
your include file.

What does this mean?

using SSI to access it

Anyhow, this link is explicit -

a href="/2005/Dec05/Dec05_TOC.htm"

There is no way it would change merely by putting it into a server-side
include.
