Actually, frames multiply any scroll bar problems you might have by the
number of frames in the frameset. Of course, you can specify no scrolling in
the frame tag of the frameset, but that runs the risk that people may not be
able to see all your content.

I do like the idea of a nuclear power plant though. An html bunker with10 ft. thick concrete walls. Yeah, that's what I want! ;-)
