trouble with overlaps

Im trying to make a web page that uses pop up menus created in Fireworks but
when i try to put any image in the area where the pop up menus would appear,
the image cuts the pop up menu. Is there a way that i can set the arrangement
so that the picture will always be behind the pop up menus? If i try to do
modify->arrangement everything is greyed out
