Trouble centering frames

I'm having trouble getting 2 pages within frames to line up together on center.
The troubled example is linked at:

Both the top frame and bottom frame are 800 pixels across. I've checked that
there are no extra slices, used both align center and text center justify, but
nothing will line the two .html's up correctly. Any suggestions? Thanks.
