Testing Server Problems

Macromedia insists that I have not set up a testing server even though I have
defined my IIS settings. I have also connected a database and created
recordsets by dragging and dropping tables from the database (I couldnt use
bindings because it said that I have no testing server) but even though I have
recordsets I cant use other live content such as navigation bars because
dreamweaver insists I dont have a testing server. What can I do?
