templates, javascript etc

I'm new with dreamweaver...

1)

I created a page from a template (don't know if that's the reason) and when
I'm viewing the page via dreamweaver (F12)... my external javascript isn't
loaded.

is this normal?

2)
Creating a new file form a childtemplate, my body-tag istn't editable so I
can't add or edit extra onload-stuff

can anyone help me?
