Templates including SSI

I want to create a template that includes a Server-side include, ex. menu.htm.
Thats fine, but the problem arises when I want to be able to edit the menu.htm
file, then the file wich is created by the template includeing the SSI will be
corrupt when edited. What can I do to have a template, including a SSI file
wich in turn is editable with standard Dreamweaver template commands????
