Templates - Editable Layers

I know there is a simple solution to this, which I can do in MX, but in MX 2004.
In a template, how do you make the actual layer an editable region as well as
the layer content?
Its driving me insane!!!

Make an editable region. Put the layer into it. It doesn't take much for
you, does it? 8)
