Template Saving Issue

I currently use CS3 for the Mac. I created a template that I want to
implement throughout my site. Its a spry menu template, this is not the
template but what the menu looks like.

When I insert this into my current website everything goes smoothly, I save
it, dreamweaver asks me if I want to update all the templates. I click yes and
it updates about 33 of the pages that its on. Heres the tricky part. It
doesnt upload the pages it updates so I have to go back manually and upload the
pages. The changes do not take place until the individual pages are uploaded.
When you have a website with over 1000 html pages this can be a hassle.

I used to use library items for my menu and it uploaded the changes
immediately but template seems to merely update the pages and not upload them.
