Target emailing information from online form

Hello!

I've been asked to develop an online form, whose content can be target emailed
to any ONE of many possible receivers within our institution. How do I do that?
I'm familiar only with forms that are targeted to only one central email
recipient.

If possible, I'd like to allow them to enter the email of the person they want
to receive the information, but am not sure how to do that. There are so many
possible receivers of the online form information at our institution that a
drop down box listing all of them wouldn't be practical.
