In Design View, if you go into 'layout' mode you can draw tables/cells
anywhere on the page. DW automatically fills the other cells in to accommodate
this.

Ugh. Generally, Layout mode will do more harm than good since the code that
it
writes will come back to bite you later. You will be well rewarded by
spending an hour learning how to work with HTML tables from Standard mode,
and then never go back to Layout mode again. Check the table tutorials at
the DW FAQ link in my sig to get started on this....

absolute or relative position.

That's incorrect. Where do you see that?

Try finding a relatively positioned div in the Layers panel....

Then try finding an absolutely positioned paragraph tag there.

Help -> Using Dreamweaver.
Search tab - 'layers' as the keyword
About Layers in Dreamweaver should be near the top somewhere.

Murray is correct. Dreamweaver considers a "layer" to be an absolutely
positioned element, normally - but not necessarily - a div.
