A Table Problem

Hi All,
I would like to creat two table.
a smaller one inside to the bigger one.
I would like to set the both table height to 100%

I had useing CSS :
html, body{height:100%}

it can control the bigger
but can't control a smaller one to height 100%
I have try to use this CSS:
.fullheight{height:100%}

but can't work.
How can I do?
