How would I go about making a function on a website to submit a picture to it?

Say I wanted to go to the site, upload a picture and have it sent to the admin
for approval. Then, after the approval, the image gets displayed on the site?

Which server side scripting language are you using? Search the web for photo upload scripts or CMS.
