Strip at top of page:how?

Hi guys, I am adding some new pages to this site: http://gvcheese.co.nz/
and have had to generate a new nav bar. What's doing my head in is
getting the nav bar to butt up against the orange strip running along
the top. I can't see how that orange strip is made to be able to edit
it - am reluctant to ask the original webmaster because she charges $$
to answer questions.

Can anyone tell me how it would be possible to edit that orange strip
running along the top?
