Spacing Question

As a "professional" beginner at web page building, and I fear I'm asking a dumb question. I was wondering where I might look on how to place text at a certain point as you can by tabbing in word processing? For instance, placing names of people centered exactly under their picture, especially when you have several pictures together, would be great, especially to work on different browsers.

I'm using Dreamweaver 3, and probably need a good, basic tutorial also on where and when to what layers are and where and when to use or not use them. I've been using them for some time but I know I'm not doing it correctly. Actually, a basic chart (or something along those lines like a PowerPoint presentation) of the various parts of a web page and how and when to use or not use them would be appreciated. I enjoy working on web pages, but am jealous of those who can create web pages that do all sorts of things (especially on any browser).
