Source Formatting inserts Spaces; prefs are Use Tabs

Windows XP, Dreamweaver MX 2003 (v5)

In the Code Format Preferences, I have it set to Indent, Use Tabs, Indent Size: 2, Tab Size: 2.

However, it still inserts spaces in some cases. I haven't been able to figure out what those cases are either.
