OK, heres how I got to where I am now:

1) created 800 x 600 image in photoshop
2) sliced it and exported it as HTML and images
3)opened webpage in Dreamweaver

Now, all of the table cells created are the same dimensions as the images
occupying them, so there should be no room for overlapping layers.

I can chang the table into layers, but when I try to convert it into a table
again it complains that there are overlapping layers.

Check out the code below (it is a really simple example). Why can you not
convert it into a table?

Please note: i have used this technique for creating web pages before and I
can convert freely between layers and tables, but it does not seem to be
working now.

IOt might be something to do with nested slice....maybe.

If u say they are not overlapping, why did u gave them a different z-index number?

The second I convert it to a layer it creates the z-index.

Could it be something to do with the way I have sliced it because there are, i believe, different ways to slice?

Don't convert from tables to layers. Don't convert from layers to tables.
And definitely don't use HTML written by a graphic program.

It has never worked to do anything other than to wreck your page.

To use DW well, you will just have to learn some HTML....
