"Site|Get" and "Site|Put" always disabled?

I am trying out with DW CS3, and my host is bluehost.com. Everything looks fine
after I set up the FTP site. However, after I made a test page, I was not able
to upload it to the server by using "Site|Put". Instead, I can only use
"File|Save to Remote Server" to upload it.

I contacted the host master, and was told my account has been granted the
correct permission. The host master also told me that he uses DW to make pages,
but uploads his files with FileZilla. He did not tell me why not using DW.

I need to figure out what could be wrong. On a side note, I saved my test page
before attempting to "put" it. Thanks.

You have defined your site improperly. Define a NEW site using SITE | New
Site..., from the DW menu toolbar. In the future if you ever see the option
to use FTP & RDS Server when you define a site, DO NOT USE IT.

The way you have defined this site means that you are editing the files
directly on the server. That's not optimal in most cases.
