Setting access properties failed for:

I have several sites in Dreamwevare 8 and can set permissions on files and
folders no problem. However i have one which does not allow me to set
permissions on any of the files or folders. I have searched internet and
macromedia and can't find a reason why this would be. I am trying to change a
cgi file and it's just not happening.

any help would be appreciated.
