I don't recommend you use this method. It seems particularly risky to write
to your live server. In my hands, things work best when all my edits are
done to local files, which are then uploaded to the server.

If you are building dynamic pages with server scripting, and you want to
test locally, then yes, you would need it. If you are not, then no, you do
not need it.

Not at all strange. It's your workflow and newness that is causing the
problem. Your local site must exactly mirror the remote site's
architecture.
