i am looking for some useful tips on search engine optimization.

for instance, would naming certain elements, such as list items, unordered
list, and paragraphs help?

how significant are headings, and do meta keywords and descriptons not help at
all any more?

Use headings and subheadings (h1, h2, h3) . Use semantic markup, best
practices, valid code and plenty of keyword rich content in the body of your
pages. Meta keywords don't make much difference anymore. But good meta
descriptions and meaningful page titles will help you.
