my site www.mandaluyong.gov.ph has too much information, id like to bring someone straight to the information and not go page by page to find it. i believe a search box is the solution to it. where can i learn more on how to build this search section for my site?
my site is already searchable in the web, like in yahoo. how do i improve my ranking? when i type mandaluyong city its not anywhere ranked even at the top ten slot. i still have to add some words to narrow my search like mandaluyong city + website. i want others to see my site on top of the least even just by typing mandaluyong city.

There are heaps of various site search gadgets available, both free and
commercial. A very common and good one is the (free?) version of Atomz.
However, I believe it requires you to show their logo. Read more about
them here:
http://atomz.com/search/
Then, if you like to create your own search engine, you will first need
to find out which script language your host is supporting and/or which
you prefer. E.g. javascript search tools might be relatively easy to
implement, but if a user has javascript turned off, he will not be abe
to search.
Look e.g. here:

As for the sites rank among major search engines, it very much depends
on your competition: the more similar sites, the more difficult to make
your rank higher.
I have taken all advise on how to boost the rank and (hopefully) made it
a bit clearer and shorter here:

I will also plug for an excellent (and unique?) tool to keep track of
your SE ranking. 15 days free trial:
