Scrollbar text problem

Hello everyone I have a quick tought problem for myself. I have a website that
im working on...(not up yet) and I want to have just a small text area to fill
up, kinda like a news page and instead of people useing the internet explorer
scrolling bar I want a mini scrollbar on the box with text so people can scroll
down on that box sepretally to view text and what not. How do i do this?
