only if you insert a layer into the cell and mark it position relative. Set
the layer overflow to auto.

No. But it is possible to add a scrollbar to a page element that is IN a
cell in a table. For example, you can put a fixed height division in a cell
with overflow:auto, and you will get a scrollbar... in some browsers ... on
some platforms. You can also try inserting an IFrame into that cell, but
you will need to do some homework on how to use this method.
