Scroll Bar

I want to create a scroll bar within my website, but there are a few things i
need to find out in order to make it look right and work right. The first
thing i have done is, created the table layout of the website, then in one part
of my website, which i show you in the link below;

I have an area there with a layer, i have made this layer scrollable, I have
then tested the layer box to see if the scrolling works and it does. But there
seems to be a problem, the layer isn't in the table, so that means the layer
moves around on different resolutions, How can i stop this and solve this
problem?

The next thing is that i want to make the bottom scrollbar disappear, how do i
do that?

and the final things is, is there a way of customizing the scroll bar
horizontal bit so that it doesn't look all outta place?

how are you making the layer? is it a <div>?

It's hard to control when the horizontal scroll bar appears because
people can change the size of their browser window. You'll be better
off dumping the tables and using CSS to layout your page. Then you can
set width to 100% and have it work most of the time. It will also help
get your scrollable layer positioned correctly.

You can use javascript to change scrollbar appearance, but I've never
done it.
