When setting up my site, I saved a base page as a template, then resaved it as
htm. I use this base page to set up new pages. Now when I want to save the new
page, I get a Save As Template dialogue box so I have to do File/Save As to
save as htm. How can I undo this behaviour?

The prompt is because you misused the template. When you used File->Save As
to make an html page from a template, you created an html page with template
markup in it, so DW still thinks it should be a template.

Do you want to use a template, so that changes to the template can be
automatically made to those pages generated from that template? If yes, you
need to generate your new pages by clicking File->New, select the Templates
tab in the dialog box, choose your site (if it isn't already selected),
select the template, and click create.

If you DON'T want to use templates, but instead just want to have a stock
page that you can use as the basis for new pages and NOT take advantage of
the automatic updating, follow the same procedure as above, then save the
generated page and use that as your stock starter page.
