Is it popssible to save a Dreamweaver file as a .pdf document so my proofreader can edit it using Adobe's .pdf commenting tools?

On the Mac version, yes. You can do this as you would in any program by
clicking on File->Print and then Save as PDF.

On Windows, I do not believe it would be possible in this manner. You might
be able to do a print screen on the page and then paste the object into a
program capable of making a PDF. If you have Acrobat Pro this pretty much
means you can do it in Word, or you could even paste the image into Photoshop
which has a PDF save option by default.

you could also upload or preview the page in a browser and then print it
as a PDF.
