Have your text and a blank image (one that looks like the background, yet is
the same size as the water filter image.
Make the rollover of the text swap the blank image with that of the larger
water filter.
On a page with more than several of such disjoint rollovers, page weight can
escalate pretty quickly (due to the weight of all of those rollover images).
You may then want to consider an alternate method - like the one
demonstrated here -
