Appear/Fade not working right

Im trying to use the Appear effect and its not working right. The IMG Appear
effect works but it flashes the image real quick before it does it. I also
tried to "Preload the Image" to. I am using the effect on "onload" setting for
both Appear affect and Preload setting. The preload setting is on my main
frameset. I just cant seam to get the image to stop loading before the appear
effect.
