"Permissions" is one thing, and you can fiddle with those by "CHMODing",
However, there's also "ownership" which might change. So, can you ask
your host the check/fix that?

User name, password and url are the same for WS_FTP and Dreamweaver.

I'll check with the admin about the ownership.
